Roles and Responsibilities

This page gives you further information about the roles involved in workforce planning, as well as the Stages in the Recipe for which each role has actions. Some of these roles may have different job titles within your organisation, and some responsibilities may be split between roles, but all responsibilities will be carried out within an organisation.

Workforce Planner (Trust)

This role has the primary responsibility for ensuring a workforce plan is in place for the organisation, identifying any workforce risks and issues which may affect future demand and using this information to complete workforce data returns required by the system. This activity forms an annually repeating workforce planning cycle, which should be part of a Trust’s business-as-usual planning activity.

Finance Lead (Trust)

This role has responsibility for ensuring the affordability of the workforce plan.

Commissioning Lead (CCG/CSU)

CCGs determine which services are needed and are responsible for commissioning those services for the local population. CSUs provide a number of services on behalf of CCGs.

Service Lead (Trust)

This role is typically the head of a service, such as a ward or a specialty. Job titles may include: Ward Manager; Therapies Lead; Specialty Lead.

Activity Lead (Trust)

This role has access to patient information that is necessary to inform scenario modelling e.g. admissions, number of procedures, waiting lists.

Executive Team (Trust)

This is made up of the board members, including the Chief Executive, who have responsibility for signing off workforce plans.

STP Lead (System)

Each STP has an identified lead responsible for overseeing and coordinating that STP’s process. The STP lead is a senior and credible leader from within the system, such as a CCG Chief Officer, Trust Chief Executive or Local Authority Chief Executive.

STP Workforce Lead (System)

Each STP has an identified workforce lead who is responsible for leading on the workforce elements of STP workstreams.

Learning and Development Lead (Trust)

This role is responsible for identifying learning and training needs within an organisation and developing training packages to meet these needs.

HEI

Higher Education Institutions provide degree courses for clinical staff.

Workforce Planner (System)

This role has the primary responsibility for ensuring a system workforce plan is created for a defined work area or patient pathway, usually within an STP or LWAB area. This activity forms part of a workforce transformation project, rather than business-as-usual activity.

Workstream Lead (System)

This role is an LWAB or STP member, or someone nominated by the LWAB or STP for their knowledge and experience, who has responsibility for the priority area which the system workforce plan is being created for.
